Sub: Simplification in finalizing/amending of Recruitment Rules on cases emerging out of grant of exemption from consultation with UPSC.
The undersigned is directed to say that the process of finalizing/amending of RRs for any post involves consultation with the RR division of DoPT, UPSC and thereafter vetting by the Legislative Department. The matter regarding the need to follow this procedure for carrying out amendments in the RRs for giving effect to the decision of the competent authority exempting certain posts or category of posts from consultation with UPSC, has been reviewed with a view to simplification of the procedure.
2. All the proposals regarding exemption of posts or category of post from consultation with UPSC are processed after holding prior consultation with UPSC. If there is a disagreement with the views of UPSC, the same is resolved with the approval of the competent authority. After the approval of the competent authority, a notification is also issued exempting posts or category of posts from consultation with UPSC. Therefore, if the amendment is limited to incorporation of the provision relating to exemption from consultation with UPSC for which a notification has already been issued by DoP&T, then consultation with RR Division of DOPT and UPSC once again is not considered necessary.
3. The Competent Authority has therefore decided that the process of again consulting DoPT and UPSC for amending the Recruitment Rules (on limited issue of exemption from consultation) is not necessary. The Ministries/Departments may amend column 13 of the Recruitment Rules for effecting the notifications issued by Estt B Division of this Department regarding exemption of certain posts/category of posts from consultation with UPSC after vetting by the Legislative Department.
4. However, if any other changes are to be made in the RR, then before finalization of the RR, the procedure for consultation with RR Division of DoP&T, UPSC and vetting by Legislative Department may be followed.

In continuation of this Department’s Office Memorandum No. 14024/2/96-Estt. (D) dated 18th May, 1998 and further amended vide OM of even number dated 09th November, 2005 on the above noted subject wherein it has been prescribed that all vacancies to be filled on regular basis, except those which fall within the purview of UPSC/Staff Selection Commission, are to be notified in the local Employment Exchange/Central Employment Exchange as per the provisions of the Employment Exchange (Compulsory Notification of Vacancies) Act, 1959. In addition to the reporting of the vacancies to the local Employment Exchange/Central Employment Exchange, it has been stipulated that the vacancies should be given wide publicity on an all India basis. In this regard, it was advised that the advertisement should be placed in the Employment News/Rozgar Samachar published by the Publication division of Ministry of Information & Broadcasting. Such recruitment notices are also to be displayed on the. Office Notice Board.

2. It has been decided that in addition to the above procedure, advertisement of vacancies may also be placed at the National Career Service (NCS) Portal of Ministry of Labour & Employment, which has been developed primarily to connect the opportunities with the aspiration of youth.
3. These instructions shall be applicable to all services/posts. All Ministries/Departments are requested to bring these instructions to the notice of all concerned including attached and subordinate offices.

Subject:- Discontinuation of Interview at Junior Level Posts in the Government of India- recommendation of Committee of Secretaries.
The undersigned is directed to refer to this Department’s D.O. of even number dated 04.09.2015 and subsequent OM’s dated 09th October, 2015, 09th November, 2015 on the above subject seeking detailed information on the progress made/action taken in the matter.
2. It is informed that Secretary (Personnel) had convened meetings on 14th December, 2015 and 17th December, 2015 to review the progress of implementation of the “No Interview Requirement Proposal” and to get the Updated status on the decision/progress made by the various Ministries/Departments. Keeping in view the queries raised by the representative of various Ministries/Departments the following is once again clarified:-
(a) The decision to discontinue interview for recruitments is for all Group ‘C’, Group (which are now reclassified as Group ‘C’) Posts and for non- gazetted posts of Group ‘B’ Category and all such equivalent posts.
(b) The ‘No Interview Requirement” proposal has to be implemented for all the junior level posts in Government of India Ministries/Departments/attached Office/Subordinate Office/Autonomous Bodies/Public Sector Undertakings.
(c) Instructions issued by the Department of Public Enterprises on 14th December, 2015 vide OM No. DPE-GM to all Administrative Ministries concerned with CPSES under them with advice to dispense with the practice of interview (copy enclosed).
(d) The timelines set regarding completing the process of the discontinuation of interview by 31.12.2015 has to be adhered to strictly. From 01st January, 2016 there will be no recruitment with interview at the junior level posts as mentioned at 2(a) above, in Government of India Ministries/Departments/attached Office/Subordinate Office/Autonomous Bodies/Public Sector Undertakings. All the advertisement for future vacancies will be without the Interview as part of the recruitment process.
(e) The interviews will be done away even in cases where in the past the selections used to be made purely on the basis of performance in the interview. The Ministries/Departments/Organizations’ will consider revising the scheme for selection for such cases.
(f) It is also clarified that as Skill Test or Physical Test is different from Interview, and they may continue. However, these tests will only be of qualifying nature. Assessment will not be done on the basis of marks for such tests.
(g) In case of specific posts where the ‘Ministry/Departments wants to continue undertaking Interview as a process of recruitment, a detailed proposal seeking exemption will have to be sent to the DoPT with the approval of the Minister/Minister In-Charge.
3. All the Central Ministries/Departments are therefore requested to ensure that necessary action in respect of their Ministry/Department/Organizations are completed within the stipulated time. A consolidated report with the details of the decision taken/progress made in this regard should also be furnished to this Department at the earliest and not later than 7th January, 2016. Report so to be furnished with the approval of the Minister/Minister In-Charge shall include the details of the name and number of posts where the interview is discontinued and posts for which the exemption . has been sought within the purview of the administrative Ministries/Departments.

Dr Jitendra Singh writes to Chief Ministers to abolish interview for recruitment
Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances & Pensions, Atomic Energy and Space, Dr. Jitendra Singh has appealed the Chief Ministers of all the States to take steps to abolish interview for recruitment to lower posts wherever possible. Dr. Jitendra Singh has written to the Chief Ministers requesting them to lead this initiative in their respective States.
As a prompt follow up to the suggestion made by the Prime Minister Shri Narendra Modi during his Independence Day address to abolish interview for recruitment to such posts where it is not required, the Department of Personnel & Training (DoPT) took up the matter with the State Governments of all States on September 4, 2015 following which the matter was discussed with the Secretaries of General Administration Department (GAD)/Personnel from States during the two-day workshop held in New Delhi on September 8-9, 2015.
The government’s view is that the interviews should be discontinued for recruitment to junior level posts where personality or skill assessment is not absolutely required. The objective behind abolition of interviews for such posts is that it will curb corruption, ensure more objective selection in a transparent manner and substantially ease the problems of the poor and resourceless aspirants. This will not only enable giving more weightage to the merit but also supplement the government’s resolve for “Maximum Governance, Minimum Government”.
In the letter addressed to the Chief Ministers, the Dr Jitendra Singh has informed that several Group ‘B’ (Non-Gazetted) and Group ‘C’ (Non-Technical) posts in various Ministries/Departments and other organisations under Central Government have already been identified where the selections can be made through a competitive examination without conducting the interview. The letter further states that the matter was discussed with the Secretaries of GAD/Personnel from States during the two-day workshop held last month and some of the States have already initiated this exercise.
The Chief Ministers of different States have been requested to involve the Public Service Commission and other recruiting agencies in their respective States where interview can be discontinued and selection can be done only through examination. This would be a major step towards achieving the goal of citizen-centric transparent governance.
The DoPT and the Department of Administrative Reforms & Public Grievances (DAR&PG) and the Department of Pensions and Pensioners Welfare have recently undertaken several path breaking decisions including abolition of attestation of certificates and instead introduced self-attestation of certificates, introduction of pension portal to abolish the requirement for a written life-certificate and decision to revisit and revise the pattern and syllabus of Civil Services Examination.
